HARRISBURG – Twelve people, including nine from the midstate, were charged this morning in the distribution of more than $3.8 million worth of heroin in Cumberland, Dauphin and Franklin counties, according to the Pennsylvania Attorney General's office. Attorney General Kathleen G. Kane said the investigation focused on the alleged heroin trafficking activities of Sabriel “Pony” Rivera, 29, of Chambersburg.
